The Stars! Player's Guide was originally distributed by Crisium in Microsoft HLP and Adobe PDF formats on the Stars CD's. As the last version of Stars! distributed in this fashion was version i, it has become somewhat inaccurate in places. This online version of the Player's Guide is based on the Jan 10, 1998 edition and attempts to present an up-to-date edition.
Having the original help file(download) in the same directory as Stars.exe is enough to enable the in-game help (although not updated).
