The File (New) command opens the New Game dialog. There you choose basic options for a new game then let Stars! handle the details of Universe creation, or enter the advanced game setup dialog, or start the tutorial game:

<tooltip text="Difficulty Level">Difficulty Level
Choosing a higher level increases the number and skill level of computer opponents. If you want to increase the number of opponents without raising their level of skill, just choose a larger universe size. At any difficulty level, a larger universe creates more opponents.</tooltip>

<tooltip text="Tiny Universe">Tiny Universe
400 light years in size. The tiny universe is only recommended for a 2 or 3 player game. Players will encounter each other very early.</tooltip>

<tooltip text="Small Universe">Small Universe
800 light years in size. This universe will comfortably accommodate 4 players for an intimate game. If early encounters with other players are desired, 5 or 6 players can play in a small game.</tooltip>

<tooltip text="Medium Universe">Medium Universe
1200 light years in size. This is a relatively large universe for 4 or fewer players, giving them plenty of room to expand. A full complement of 16 players can comfortably play a game in a medium universe, though early contact is likely with more than 12 players.</tooltip>

<tooltip text="Large Universe">Large Universe
1600 light years in size. This universe easily holds 16 players. Four or fewer players will often be able to build substantial empires before contacting another race.</tooltip>

<tooltip text="Huge Universe">Huge Universe
2000 light years in size. This really, really big universe will allow even 16 players quite a bit of time to expand before running into other players. Since the huge universe can have up to 1000 planets, even 16 players could colonize about 60 planets each before needing to battle to expand their empires.</tooltip>

  <tooltip text="Begin Tutorial">Begin Tutorial
If you select this option the tutorial game begins without further adieu. If you are new to Stars!, the tutorial will help you become a proficient player in 31 quick turns.

The tutorial game includes yourself and one computer player, or AI.</tooltip>

<tooltip text="Player Race">Player Race
Open the dropdown list and choose a predefined race or select Random to let Stars! select a predefined race for you. This race only applies to the current game and is not saved across games. To create a saved race, click Customize Race... to use the Custom Race Wizard.</tooltip>
